According to the water study presented June 29th 2023 Cal cities water tier rates are not legal according to prop 218 and it needs to stop now . I want my money back from the past 9 years of paying the water tiers I have been paying .

Can you please tell Council member Michael Kulikoff to not play on his cell phone during the meeting; it's very distracting for user on zoom and inside council chambers and looks like he's not paying attention to the meeting and really doesn't care about what goes on in the meeting. Thank you.
