Why are we attempting to appoint an individual to a director position that is not currently part of HR or have hands on working experience in a city HR department? How many candidates have applied and how is this applicant more experienced than others? How many interviews with other applicants have been done? Is this individual going to cost us money to train them? Do you not see a legal liability here seeing this position is critical to the city and any mis management can cause extreme havoc.
