    If the acting CM agreement had a 960-hour stipulation, we appointed someone to temporarily fill the position and they are supposed to meet the qualifications, then why is this needed? Have any past interim city managers received this? If the Acting City Manager is temporary while we are still seeking a permanent city manager, and actively interviewing, then why would 20 weeks of consulting be needed? That is 5 months in duration. Are you saying it's going to take that long to find someone?
