and Special Meetings) of Article 4 (Meetings) of Chapter 1 (City Council) of Title 2
(Administration) of the California City Municipal Code - by Inge Elmes, Acting City
Manager
Recommendation:
Staff recommends that the City Council adopt by first reading, Ordinance No. 23-801
Amending Section 2-1.402 (Regular and Special Meetings) of Article 4 (Meetings) of Chapter
1 (City Council) of Title 2 (Administration) of the California City Municipal Code.
The citizens spoke at the last meeting and most wanted the meeting start time to remain 6 p.m. The earlier start prevents those working normal 8-5 hours from making the meeting on time, and it is sure to discourage future candidates with those hours from running for office. The mayor should be reminded he needs to listen to the citizens, as he works for them, not himself.
The majority of the public thought this was a bad idea . Kelly and his other two council members made it clear they don’t listen to the public . They didn’t listen during the ARPA fund meetings , they didn’t listen when Kelly wanted Ron Smith to be mayor protem , they didn’t listen when Kelly wanted to change the time from 6pm to 5pm , they didn’t listen when the public wanted Hart to be hired and there is a clear agenda by the mighty three who vote together against the public’s wishes .
This time is not conducive to folks who must still work outside their homes. Limit the time a meeting will go into the evening. When council members get off topic or talk about items not related to the agenda, someone needs to bring it back to the matter immediately. Remove 2nd calls to the public, not aware of other cities that do this & you don’t listen to the public anyway!. Citizens already have time to comment, then the council comments, what value is added by going back to the public?
