Appeal of the Planning Commission denial of a General Plan Amendment (GPA 21-05) to change the land use designation from Community Commercial to Light Industrial, and Zone Change (ZC 21-05) from C2 to M1 for a 0.78-acre site consisting of 3 parcels at 7026 Xavier Ave (Assessor’s Parcel Numbers 299-173-02, -03, and -04). - Kanika Kith, Interim Planning Director   Recommendation Adopt Resolution No. 11-21-2889 denying the appeal and uphold the Planning Commission’s decision to deny a General Plan Amendment (GPA 21-05) to amend land use designation from Community Commercial to Light Industrial and Zone Change (ZC 21-05) from C2 to M1 for a 0.78-acre site consisting of 3 parcels at 7026 Xavier Ave (Assessor’s Parcel Numbers 299-173-02, -03, and -04).

NEW BUSINESS

NB 1.    Adopt “RESOLUTION NO. 11-21-2891 OF THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF CALIFORNIA CITY, CALIFORNIA APPROVING A CENTRAL INVENTORY OF SURPLUS LAND PURSUANT TO GOVERNMENT CODE SECTION 54221, DECLARING SUCH LANDS ARE NOT NECESSARY FOR THE AGENCY’S USE, FINDING THAT SUCH DECLARATION IS EXEMPT FROM ENVIRONMENTAL REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT, AND TAKING RELATED ACTIONS” – Interim City Manager Ambrose   Recommendation It is recommended that the Successor Agency adopt Resolution.

NB 3.    Discuss Cancelling the City Council Meetings on November 23rd and December 28th, 2021 – Interim City Manager Ambrose   RECOMMENDATION: Staff seeks City Council direction on whether to hold the November 23 and December 28 City Council meetings. Should the Council decide to cancel the November 23rd meeting and the December 28th meeting.   City Staff recommends that the City Council approve the following actions: Cancel the scheduled City Council meetings for November 23rd and December 28th. Approve the posting of the cancellations on the City website.
